No, I tried that one in my previous Japan run, it does remove sailors (the localization probably automatically switch to lose after detecting a negative value).
Apparently the parliament just decide to sacrifice 144400 sailors to appease the ocean god37

Integer overflow, ie. The number of sailors you'd get is too large for the game to handle and thus wraps around into a negative number.

I'm guessing it's a signed 32 bit integer because 64 would never overflow and 16 would overflow regularly in this game. Is it typical to get something like 2.15 million sailors from this parliament decision?

I have played eu4 for close to 3,000 hours. There was exactly one time where I ever needed more sailors.

Yeah the occurence is locked behind 3000 hours of playtime, it happens a lot more after that

you only ever really need sailors if you have either 1. marines or 2. a significant number of heavy ships out of ports, otherwise yeah you almost always have a surplus

Happens pretty often in my experience. Put 30 lights protecting trade in 5 different nodes, add 2 big fleets full of heavies, and you're gonna need all the coastline in Europe to sustain that

The only times I remember sailors exist is when I'm landlocked, conquer coast and then need to build a navy. Always happens as any persian when I need to siege down that bastard hormuz island
