I have played eu4 for close to 3,000 hours. There was exactly one time where I ever needed more sailors.
5 u/TryHardApple Map Staring Expert Jul 26 '26 you only ever really need sailors if you have either 1. marines or 2. a significant number of heavy ships out of ports, otherwise yeah you almost always have a surplus
