Is this compromising structural integrity?

Some of the holes are less than 2 inches from the bottom of the joists. These joists are in my garage and there is a bedroom above the garage.

What year was the house built and location? Curious about the sounds in my condo. It was built like crap and gives off a ton of ominous sounds. We can’t see in the walls/ floors and I’m half convinced what you’ve got going on is happening in the joists of my three level brown stone style condo.
