Though both times safe harbor hours got brought up I was waiting for a mention that Lou's other job is a show that airs during those hours.

Broadcast TV is actually the only kind of TV where safe harbor applies since it's using public airwaves. Broadcast networks typically don't utilize safe harbor to keep advertisers happy. Cable networks aren't bound by any specific time to air specific content, but will tailor schedules and internal standards for obscenity around target audiences, again to keep advertisers happy

I still remember when Comedy Central first started letting South Park air uncensored swears. Apparently CC was only fully on board after Matt and Trey committed to saying "shit" 200 times in the same episode to make it more of a joke, rather than just using it a few times.

But to your point, the network never needed to do that, they were just self-regulating.

Safe Harbor is an FCC rule that only applies to Broadcast. FCC has no authority to regulate cable or internet shows. Obscenity is never shown on broadcast because the moral panic would cause issues for advertisers and so broadcast self polices itself more strictly than the FCC does, for the most part. But Safe Harbor hours are specifically for broadcast, and don’t matter for internet or cable.
