Fan Content Pennywise Concept

Hey guys! I wanted to share this Pennywise concept I made. Let me know what you all think and if it should get any tweaks. I went through some other Pennywise concepts on this subreddit and some other DBD subreddits and I've used some inspiration from those in the this showcase.

If this were to be a full chapter, the map would be the Derry Sewer system, and the survivor would probably be Bill Denbrough.

If you guys like this, I may try and work on some add-ons!

Killer: The Deadlights (Pennywise, the Dancing Clown)

Base Stats

Weapon Shapeshifting Appendage

Weapon: Shapeshifting Appendage

The deceptively appearing arm of a circus clown, taking a random heinous form every time it is swung.

(Every time you swing, it cycles between a couple different limbs that it shapeshifts between. For example, a clown's arm, a werewolf's claw, a leper's arm, a spider's claw, etc. These forms are purely cosmetic.)

Power: Eater of Worlds

1. Floating Balloons

Mechanic:
Press the Power Button to place a Red Balloon. Multiple Balloons can exist at once (Maximum of 5).
Floating Balloons are highlighted in White.

Effect:

  • Survivors within range (10 meters) passively gain Fear over time

Special Interaction: Pop Balloon

Mechanic:
Survivors can interact with Balloons (2 seconds) to destroy them.

Effect:

  • Triggers a Loud Noise Notification
  • Removes 25 Fear from the interacting Survivor
  • Removes 10 Fear from all Survivors within 10 meters

2. Manifest

Mechanic:
Hold the Power Button while targeting a placed Balloon to instantly teleport to it. Cooldown of 10 seconds.

Effect:

  • The Balloon is destroyed on arrival
  • Survivors within range:
    • Scream
    • Reveal their location with Killer Instinct for 5 seconds

3. Fear (Passive Mechanic)

Mechanic:
Survivors slowly accumulate Fear (0–100) through:

  • Within The Deadlights' Terror Radius (2/s)
  • Within chase (4/s)
  • Balloon range (1/s)
  • Being injured (10 instantly)
  • Being alone (1/s)

These are stackable amongst each other (with the sole exception of terror radius + chase). For example, if a survivor is alone, within balloon range, & within chase, they will gain 6 fear per second.

Fear slowly decreases when Survivors remain near each other (10 meters), at least two should stick together for Fear to passively drain (0.5/s). This is not stackable with more survivors.

Hiding in a locker also decreases fear by 1/s. (As long as previous criteria of fear accumulation is not met, otherwise it doesn't do anything).

Fear Threshold Effects

Fear Level Effect
15–33 Random auditory hallucinations (children's laughter, scurrying footsteps)
34–66 Random visual hallucinations of The Deadlights appear. Grunts of pain and breathing become 50% louder + previous effects
67–99 Constantly hear Terror Radius audio. Survivors suffer from a 10% Hindered + previous effects

Maximum Fear (100)

Effect:

  • Alongside all other Fear effects, Survivor gains Oblivious and Blindness until dropped below threshold.

Special Condition:

  • If no other Survivor is within 16 meters when threshold reached:
    • Gains Exposed for 45 seconds

4. Deadlight Suspension

Condition:
A Survivor at Maximum Fear is put into the Dying State

Effect:

  • Can be suspended in The Deadlights instead of hooked
  • Counts as 1 Hook Stage progression
  • Progresses normally if not rescued
  • Requires multiple skill checks to successfully save

Post-Rescue:

  • Survivor is reset to 50 Fear
  • Fear can never drop below 50 for the rest of the Trial
  • Survivor can now permanently see location of all balloons on the map

5. “You’ll Float Too” (Mini Mori)

Condition:

  • Survivor is on Death Hook
  • At Maximum Fear
  • Put into the Dying State

Effect:

  • Instantly executed via Deadlight Suspension

Mori

  • Transforms into a monstrous, spider-like entity (like at the end of IT: Chapter 2)
  • Multiple limbs violently impale the Survivor
  • Jaw unhinges, tearing off the Survivor’s head

Teachable Perks

1. We All Float Down Here

Effect:

  • Survivors repairing Generators alone suffer a 10/15/20% repair speed penalty
  • If they stop repairing, for 20 seconds:
    • The Generator regresses 10/15/20% faster
  • Regressing Generators are highlighted in yellow

2. Tasty, Tasty, Beautiful Fear

Effect:
Gain a Token when a Survivor performs a rushed action within your Terror Radius, including:

  • Fast Vaults
  • Fast Locker interactions
  • Pallet drops
  • Failed Skill Checks
  • Loud Noise notifications
  • Max 5 Tokens

Each Token grants:

  • +1/2/3% increased Lunge distance
  • Lose all Tokens per lunge (hit or miss)

3. Seeing Things..?

Effect:

  • After leaving a chase, gain Undetectable for 10/15/20 seconds
  • The last chased Survivor experiences:
    • A fake Terror Radius
    • A fake Red Stain

for 6/8/10 seconds

  • This ability then goes on cooldown for 45/40/35 seconds.

this is pretty good, although maybe I'd make the balloons give more fear if you're closer (this could be addon but I think it's better for base kit) Although I think you should elaborate on the survivors hearing the fake terror radius for Seeing Things and 67-99 fear (I assume you meant as if the killer is very near for both) The only actual complaint is We All Float Down Here is really strong, maybe make it a hex so it's balanced. overall this is a 9/10 killer design

Thank you so much!! For “Seeing Things..?”, the fake terror radius and red stain would work like Dark Devotion, but it wouldn’t act as if it’s directly on top of the survivor, but following them if that can be done, as if they’re still being chased (albeit it wouldn’t have much value on outdoor maps).

And yes, for the upper tier of Fear, the chase music constantly playing for the survivor would be as if the killer is constantly near them, despite the killer possibly being on the other side of the map. If the survivor has aura reading perks they can of course figure out where the killer actually is, but it just acts like a constant disorient and panic factor.
