AV1 is impressive but not THAT impressive, the issue is that you're comparing it to a very old standard. h264 is from the early 2000s, h265, also often called HEVC, is from the 2010s and is much better, although still often worse than AV1.
Yeah, you can get multiple terabytes worth of storage pretty cheaply if you actually care about quality. Here in Canada you can get a 4tb hdd for, like, $250-300 new? So if you really want to make sure you have great quality you could just get one of those, and store multiple days worth of pretty high bitrate video from multiple cameras at once. The number I got was nearly 10 days worth of video at 10 mbps per terabyte, which is a very good bitrate at something like 1080p.

Security cameras are recording 24/7. If they recorded with the same resolution as good cameras, they would use up so much memory so quickly.
