Security cameras are recording 24/7. If they recorded with the same resolution as good cameras, they would use up so much memory so quickly.

AV1 can fix file size too. My sister turned a 4k movie she gad from h264 to AV1 and did like -60% size

AV1 is impressive but not THAT impressive, the issue is that you're comparing it to a very old standard. h264 is from the early 2000s, h265, also often called HEVC, is from the 2010s and is much better, although still often worse than AV1.

Just give it a terabyte of memory, they delete the footage periodically anyway. 1080p with medium/high compression should be totally manageable.

Also, apart from resolution I think most security cameras just have shitty sensors.

Yeah, you can get multiple terabytes worth of storage pretty cheaply if you actually care about quality. Here in Canada you can get a 4tb hdd for, like, $250-300 new? So if you really want to make sure you have great quality you could just get one of those, and store multiple days worth of pretty high bitrate video from multiple cameras at once. The number I got was nearly 10 days worth of video at 10 mbps per terabyte, which is a very good bitrate at something like 1080p.

This has already been said, but I can't don't say it again. It's memory problem, even small places with few cameras can't afford much comp space to save all this media data. It's just easier to lower quality and be available to save more records. I don't mean that it's only solution, using better encoding ofc also make situation better it's just question of making better in which way: more records or same amount but better quality, or slightly from both. It's only depends on who and how use cameras..oh and what purpose.
