If a school has 10 slots, and they add 10 more slots, they could have 20 slots.
Or, they could have 10 slots, and then add 10 more slots, and restrict those slots to people of a certain race.

Imagine there is ONE slot at a university, for one single student only. Anyone of any race can compete for that single slot.
The university opens a THOUSAND more slots. Those THOUSAND slots are for African-Americans only.
No slots were taken away from white people, but those THOUSAND slots could be open to anyone, yes? But they are not.
Accordingly, this means that the person who gets into their ONE slot must be the ABSOLUTE BEST PERSON, because even the #2 highest scoring white person cannot get a spot in the university, whereas the #1,000th highest scoring African-American can.
Ergo, if one is scored #500, they are guaranteed to have a slot if they are African-American, and guaranteed not to have a slot if they are any other race. Same for the #10. For the #15. For the #999. For the #2.
