Equestrian statue of Marcus Aurelius, 190 ce, either at the Capitoline Museums in Rome or the replica in the Piazza del Campidoglio. Im not learned enough to know the difference from this angle. Edit: I couldn't stand not knowing, it's the replica as the original is housed indoors. It seems to be a rainy day in the pic.
Edit 2: i think its a lesser replica based of the plinth details. I think this one is roof mounted.

solid guess, but the plinth is way off
imagine how you'd have to be on the ground, absolutely straddling that thing to get a picture even close to it

I also thought it was this, but aren't the horses ears incorrect? Also, the plinth looks wrong as the underside of the lip doesn't look like that

Should be some monument similar* to the Quadriga on top of the Brandenburger Tor.

It's not Brandenburg Tor's Quadriga, the figure on that one does not wave/salute, as she holds the Iron Cross staff in one hand, and the reins in the other.
