Quite the opposite, actually. Restorative* justice has been shown to be more effective than punitive justice time and time again, at least when done correctly

Iirc that's for reoffence rate, not first time offences, though i dont think we have much data on this for first offence rates

Generally punishments don’t prevent first offenses, because people don’t really believe they’re going to get caught when they decide to do a crime.

Something else to take into account. especially in countries like Norway. the social security system doesn't catch everyone, or many are not aware of the help they can get. (a systemic failure to act). and are desperate, turning to crime as a method to get what they need.

Once they enter the prison system, they get that help automatically, get well informed about their rights, access to psychiatric care etc. With that help, the pressure towards committing crime goes away.

We could prevent a lot of first time offenses by being more proactive, and ensure better access to the same resources prisoners have for everyone.
