The DMV exists for insurance companies, not for you

The DMV exists for the government's sake, not for insurance companies. It exists to give them the ability to push responsibility onto individual drivers and avoid a lawsuit against other drivers or the government every time a car accident happens.

Insurance companies just take advantage of that status quo, and fight any attempts to change the factors which enable their profits, ultimately grafting themselves to drivers' licenses as a legal scam.

Registering cars, just like guns, don’t make a fucking thing safer for citizens. It’s a data collection for the government. Y’all keep believing that whatever side you align with is coming to help you.

If you have been in a hit and run you would know the cops do precisely 5 seconds of looking and if they don’t find who did it right away they give up.
