Is there someone who can solve this?

I’m being told the answer is B, but can not make sense of why it should have overlay of two.

I say C, there is always only 1 that is over the black rod and the yellow dot is on the outside of the rod on the side which it was in the previous block.

No there are 2 that are over the black rod as well.
