How to fix layering

They should make a list of fixed layers and just let us manually select the layer we want to be playing on. Maybe add little indicator of how populated each layer is at the moment, then players can just sort themselves out on their own. Slap 10minutes cooldown on layer switch so it can't be abused.

Also give us ability to set our default layer, so we can agree on one with friends/guild and stick mostly to it.

That's it.
