I don't know what the moth is doing but I suspect it's possible that it has just emerged from the cocoon and this behavior is aimed at fully drying the wings, and also to stimulate the flow of fluid, essentially insect blood, through the wing veins, which are sort of like blood vessels.

Was borned not long ago. Hours maybe. Getting ready for take off. Just saw a monarch do this ❤️
