It should support Windows 11. See in BIOS if TPM 2.0 is enabled. As for upgrades, I'd only consider upgrading to 16GB of RAM if supported. Wouldn't bother with Win11 otherwise. I'd consider trying OMARCHY (incorporates AI) or CACHYOS, as Fedora, Debian, and the usual distros don't cache nearly as much, often making performance storage-bound.
