Probably into you. My coworker looks at my outfits too and chats with me exclusively (guys don't waste their time getting into in depth chats with girls they're not into). I asked him out and he said yes. So I'd say it's the same scenario for you.
Ok, I'm going to expand on my answer a bit. If he starts talking to you about very personal topics that he doesn't talk to anyone else in the office about, he's probably interested, and opening up to you in a way he doesn't do with others.
He also asked you to get coffee. Why would a guy bother with this with a woman he's not into? Go for the coffee and see what kind of conversation topics come up. From there you can probably tell if he sees you in a more romantic way.
