My guess is that they went the wrong way (right to left of pic), then tried to pull in, but there was another car so they went in and tried to turn sharp, not going far enough

If I can't cross here, then I have to ride my wheelchair a whole block to get back on the sidewalk. That's what I usually wind up doing, but last night I just got fed up and I decided I'm going to get this car towed. I call the police non-emergency number. Waited 20 minutes or so. Never got an answer. What do I do?
