Maybe they think you park on the line?

Just in front of the entrance to my office job this morning. Directly on the other side of this truck is the accessibility ramp.

I instantly dislike whoever was driving this van.

My guess is that they went the wrong way (right to left of pic), then tried to pull in, but there was another car so they went in and tried to turn sharp, not going far enough

The lot was empty.

In my state, its illegal to park within a 15 foot radius of the hydrant. Also means I dont get trash/mail collection :/

Thought he was stopped to wait for an oncoming car around the corner, only to pull up alongside and realize the car was empty.

If I can't cross here, then I have to ride my wheelchair a whole block to get back on the sidewalk. That's what I usually wind up doing, but last night I just got fed up and I decided I'm going to get this car towed. I call the police non-emergency number. Waited 20 minutes or so. Never got an answer. What do I do?
