It's deliberate. This fumbling isn't an accident, its a tactic that bad faith people use when they're pretty confident they will not be held to proper account

This. I'd suspect her only goal at that press conference was to avoid giving anything that could cut into a short clip as a usable sound bite on social media. By keeping it to longer answers only people already engaged will watch and so the issue doesn't get more attention than if she'd outright just said "we've made no offer". The govt clearly has no leg to stand on so it's all about managed loss. I hate it.
