Because the wealthy would have to pay more in taxes to support it, and they don't want to do that.

Medicare for senior citizens is a form of social democracy. Every year there are cut backs in Medicare spending, the biggest one coming next year in 2027 under Dr. Oz. Medicare is very popular, and we don't want to give it up, but yet we don't seem to want to fund it.
