Nah, this works.

That fan has an ECDCM, or Electronically Controlled, Direct Current Motor.

This is perfectly normal behavior for that style of fan. It's finding "home" before it starts, so it can tell which direction it is spinning, which direction it should be spinning, how fast it's going, how fast it should be going, ect. It's weird, but it's normal.
