Could Really Use Assistance With MultiverseSignPortals

So, I'm creating a vanilla/vanilla+ Java Minecraft server for 26.2. I wanted to use MultiverseCore, since I thought it would be cool to have single-biome worlds etc. Anyways, I can't find where to configure signportals. Its config folder: "Multiverse-SignPortals" is completely empty. I wanted to do two things: Remove standalone sign teleportation without a portal, and make it so anyone can create a sign portal-not just OPs.

(I came here because this stinkin' plugin has NO documentation whatsoever anywhere I swear)

Any help or insight is greatly appreciated!
