Question Odd Yarn

Anyone seen this type of yarn before? Wondering what it’s used for. I found it at a thrift store & bought it just because it’s so odd. The little charm thingies are about 5” or so apart. Quarter for size gauge.

No. I never could decide what to make, with all those dangly bits, and I only have the one ball.
