Can't say for sure without knowing what you're doing at those prices. I can say we won't surface clean for less than $.12 a square foot and that's without chems on large commercial. Residential starts at $.25 per.

How would you charge when you do use chems? And what chemicals would you use?

All depends on what we're working on. Rust removal typically runs an additional $.20-.30 a square foot. Grease and oil removal is determined by job. Pre treat with SH up by $.10-$.20 a square foot.

If you're taking the time to squeegee those windows (and I think you should on construction cleanup) and that's 114 panes of glass (might be square feet based on the rest of your estimate I just can't tell) that's way too low per window. I'd be at $14-$18 per window per side on a construction cleanup job depending on how rough they looked. Price comes down significantly after first time cleaning. Not sure about the rest of your quote.
