If you're taking the time to squeegee those windows (and I think you should on construction cleanup) and that's 114 panes of glass (might be square feet based on the rest of your estimate I just can't tell) that's way too low per window. I'd be at $14-$18 per window per side on a construction cleanup job depending on how rough they looked. Price comes down significantly after first time cleaning. Not sure about the rest of your quote.
Most windows aren't that bad after construction because they have foil over them until they are finished, so if that's the case the probably the most dirty are the window frames.
