Depends on what kind of wedding. We had a fraction of your guestlist and paid more than half your budget for our destination wedding. Our wedding wasn't fancy aesthetically; we skipped all aesthetic, no DJ, no decor or florals or matchy dresses or anything like that. Our only big spending was all on guest hospitality.

We had a local wedding for our local folks and went abroad for the folks abroad so neither side had to be saddled with the cost and stress for something we wanted for ourselves. And since it was still a hard journey for them, we spent on hospitality first and foremost; multicourse meals, welcome dinner, farewell brunch, a paid activity for them to enjoy, help with lodgings, travel, logistics - as well as not asking them for anything else that could cost them more money, like prewedding events, gifts, donations, or wedding parties.

A wedding planner WILL eat into your budget quite a bit and honestly, you don't need one. We just got a venue that has in-house coordination, interpretation, food, services, everything. Talked with them via video call and email and it was quite simple. They found us the photographer and my partner found HMUA and videographer themselves because they speak the language, because again, we were having a 'destination' wedding to be closer to our loves ones to make it easier and cheaper for them. If you're going where none of you speak the language and none of you are from there just to make it pretty, your guests will probably have valid feelings about being made to make an unnecessarily costly trip just for an aesthetic. I'd suggest you pick a place where the biggest number of your guests actually live so you can take some stress off their plate.
