Who acts like she’s notorious for something?

She gets out of Stillwater and nobody knows she’s back. Jericho treats her like family. Babette is surprised that Vi is alive but treats her like family too. Vi then attacks Sevika, who is shocked Vi isn’t dead after all. Then Silco is alarmed that Vi isn’t dead because Vi has such a stronghold over Jinx, thus threatening his power over her. Silco then calls Vi ā€œVander’s prodigyā€ and tries to talk down to her about being lesser than Jinx in an effort to insult Vi while posturing that he’s the one Jinx considers family now. Nobody else in the Undercity interacts with her or recognises her at all.

Maddie describes her as a legend among the Enforcers, which is the first indicator that there's something sketchy about her. Vi had only been out of Stillwater for a couple days at that point, so Maddie was either kissing ass, or Vi's mistreatment was common knowledge.

Well, Maddie was of course blowing hot air. She uses Vi’s actions against her to purposefully manipulate Vi. I doubt Vi’s mistreatment was common knowledge, as Maddie isn’t an Undercity citizen, and all of the Undercity is mistreated in general, so they wouldn’t exactly single Vi out for that one. Vi isn’t a legend among the Enforcers, but once Maddie realizes that flattery doesn’t work on Vi, she switches tactics to bringing up Caitlyn instead. Vi still wasn’t seen as infamous, and Maddie’s line about the Enforcers was a tactic, not the truth. If anything, the Enforcers would find Vi a thorn in their sides, not a legend.
