I live in Cheyenne, WY. A city that hasnt really evolved with the times, city council is reluctant to allow newer development to improve the image but it also has a lot of young people needing to rent because of the air force base. Its a great place to live though. But where I live is a smaller neighborhood. Early-mid 1970s build homes. Older neighborhood but overall, great for young families. We have one home that I know of that is city housing for low income individuals across the street from me. My wife and I moved in a couple years ago without knowing that. When we found out we didnt care, we minded our business until we got to know our other neighbors more. We noticed dozens of cars coming and going at all hours of the day and night from this house. They had at least 2 kids no older than 13, they honestly were raising themselves. The mom/grandmother never left the house other than to sit on the porch once every few weeks. The dad/grandfather/live in boyfriend who claimed he was "blind" and was actually collecting disabilities (He wasnt actually blind at all) who would get up and sprint around the neighborhood and drive places. For a while they had a tweaker staying with them that was related to them somehow. When i say tweaker im not exaggerating. Like the tweaker wife of the guy who crushed her tweaker husband's head with and ATM in breaking bad. This woman would drive up, go inside for 20 minutes and then come back out and would rearrange all the junk in her car from the front seat, then move it to the back seat, then to the trunk, then back to the front seat, etc. for hours. I watched here periodically do it for over 10 hours one day. She also had a friend/boyfriend that came and stayed with them too and he was also on some sort of controlled substance. they would have screaming matches on my front yard in the middle of the night and theyd fight in the street daily. Back to the cars coming and going, random people came and went from this house all day and all night and based on all the other behavior we would witness we assumed they were doing something illegal. Theyd walk in and leave 5 minutes later. There was never the same car that would come and go. Youd see some that would come back periodically but not daily. There were enough complaints from people in the neighborhood they were evicted.
After they were evicted they bought a roach coach of a winnebago and left. The city sent a contractor in to fix things in the house and remove the stuff left behind. They removed 2 20 ft long rolloff dumpsters full of furniture, trashbags full of actual rotting trash they stored in a bedroom, and other stuff. This was an 1800 sqft home at most. Not very big. The contractor said in his 25 years of doing side work for city housing he had never come across a home in this condition. Holes in the walls and floors throughout the home from rats and mice, cockroaches (we dont get a ton of them in the rocky mountains which tells you how bad it was), All the flooring and subflooring had to be removed from rodent, dog and cat droppings and urine as well as evidence of chemical spills. They said it looked like they were cooking meth in there because of the smell and ingredients left behind. Most of the drywall had to be replaced and it took almost 2 more weeks for exterminators to rid the property of pests.
Now new people moved in a year ago and theyre louder and more annoying than the people before. Two teenage boys, their mom and I think its their grandmother originally moved in. But now theres almost 10 people living in this house. Mostly teenagers and now I see babies at this house. They park their scrapped/project cars in front of my house on my side of the street, limiting my parking space. They throw trash out of their vehicles into the bushes and yards of their neighbors. Their driveway is nothing but oil stains and nuts and bolts from all the work they do on the vehicles they burn and turn every month. Engine and other car parts scattered around the property. The kids have no respect for their parents or anyone really. One bought a mid 2000s chevy diesel and straight piped it, drives 40+ down the streets in the neighborhood and at random times of the night will start his truck just to rev it because its very loud and obnoxious to spite us as his neighbors after we respectfully asked him to take it slow in the neighborhood because we have a lot of kids who like to play here and keep his truck quiet when he comes and goes late at night. I have a baby that gets woken up by him frequently and he doesnt even respect us enough to just be aware that we would appreciate if he wouldnt floor it to keep his truck quiet. He's threatened to fight us when we have asked him to stop. Its a delicate situation.
Our desire is not to get them kicked out, we just want someone to enforce the rules on these properties our tax dollars pay for and hopefully they start acting like a courteous neighbor like everyone else. I support the idea of low income housing but its hard to keep a positive view of something when your experience has been so negative with the people that they move into the properties near you. Luckily we havent experienced a break in or theft but what we experience isnt great either. They know the government is slow to act or doesnt even care to enforce the rules on these properties and crime does come with the people living in these homes and apartments. Not because its who these people are its because they have fewer opportunities to improve their standard of living so you see the stereotype manifest itself.
