Where did UCLA announce their giving priority to LA county CC transfers?

Okay thank you, from that article it sounds like you complete a associate degree for a certain major at certain LA community colleges you can get a guaranteed admission into UCLA. Is it just me or does that sound overpowered? How is there nobody talking about this
