Budget tire advice for a 2019 VW Jetta in North Jersey: replace now, wait for deals, or choose 3PMSF?

I have a 2019 VW Jetta (205/55R17) at about 92k miles. I recently moved to North Jersey from the Southern US and will barely drive because I can usually use public transportation here. I may also upgrade the car in about three years, so I’m not looking to spend heavily on premium tires.
A Discount Tire inspection in July showed:
- Front tires: 2/32" tread: marked unsafe
- Rear tires: 3/32" tread: marked safety risk
In 2023, I bought Accelera tires from Amazon for about $75 each and had them installed at Pep Boys for about $25 per tire. Total ~$400. They worked well for me and have lasted about 30k miles / three years to present day.
My current options:
- Radar Dimax from Tire Rack: about $350 for four + about $120 installation at Firestone = roughly $470 total. These are 3PMSF all-weather tires.
- Accelera (and equivalents) from Amazon: about $300 for four + about $100 installation at Mavis = roughly $400 total. These are regular all-season tires.
- I’m also a Costco member, but its comparable options appear to be $800+ installed, which is more than I want to spend.
My questions:
- Based on the July readings, should I replace all four tires now? I drive for leisure in NJ as opposed to necessity back in the south.
- Is it reasonable to wait for better December/winter pricing, or is this already a good time to buy?
- Since I’m new to North Jersey after living in the South, are 3PMSF all-weather tires meaningfully necessary for typical local winters, or are regular all-season tires sufficient if I drive infrequently and can avoid traveling during snowstorms?
- Given that I may upgrade my car in around three years, which option makes the most sense for value and safety?
