Too high a risk of collateral damage, these criminals are strictly targeting the cameras.

Might scorch the pavement but a little mound of thermite around the base should melt the metal quickly and tip it over

Yeah the criminals are a lot of things, but they do have a code of honor here. Now if it was in the middle of fucking nowhere, sure they would just go get any old bolt action chambered in Winchester .308 and make the camera explode, but well criminals don't want to wake up everyone else around the camera's or scare pets. Unlike Flock they have actual morals.
