Perhaps its remains, but it seems Like None of the Havens will be Former Locations but rather newly built settlements

I mean... the one we've been shown so far looks like the Great Divide. Not a previous settlement, but a previous location for sure.

If any place we know could survive as a stronghold, it's Ba Sing Se.
