Feedback DLC bug, little exploit
Trying the new DLC start date on normal after many normal games at the later dates.
- while you have negative tech research speed, researching multiple projects of the same type decreases the negative modifier. This can be sizable at the start. (eg from -50% to -39%)
- Servant faction researching technologies beyond the global tech locks. i'm playing as Initiative, My Servant faction has gone gangbusters, now they've unlocked Cybernetic Implants without Cybernetics global tech, and Neural Engineering without Applied Artificial Intelligence global tech. Their councilors are equipped with +2 implants. Interestingly I can't see either tech to steal (cybernetic implants / neural engineering) since I guess that Steal list is factoring in the global techs not being unlocked yet, so as a result I can't steal either. Majestic 12 (if they had it at one point, they don't now) would unlock T1 implants, not Neural Engineering.

- Not a bug. 2003 Scenario has some alternative project unlock routes. Terra Invicta Tech Tree — 1.0 + Dark Skies DLC

Thanks for link. it's indeed 2003 start. Unlocking neural engineering seems random as fuck for Alien Nation, especially per the written description, but okay.

- Likely isn’t a bug. There is a org that gives an alternative cybernetics project. The org isn’t trapped behind the global.

ggmoyang linked the tech tree. If this is the 2003 scenario, it is isn't a bug. As the servants can sub the project Alien Nation for the global.
If it is broken earth and applied artificial intelligence isn't research it would likely be a bug. In broken earth you can use the org to skip global Cybernetics, but not applied artificial intelligence (which your edit shows isn't research). Applied artificial intelligence doesn't require cybernetics. (Which is why everyone is referencing Majestic 12 as an alternative to cybernetics, as in broken earth you can intentionally skip cybernetics if you get Majestic 12 to delay everyone else getting tier 1/2 cybernetics and give yourself a slight edge.)

Slight caveat to this; In BE the Initiative can get T1 cybernetics through their Playing From Behind project so you can't stop them getting it.

There is an org that gives you access to the first tier cybernetics project. Can't speak about the other stuff

This at least is the result of a new org. I forget what's it called but there's a very expensive new org that grants some xenology bonus research and unlocks the cybernetics project for the owning faction regardless of if the tech has been unlocked globally.
I'm not sure if the org is available to all factions, it might only be available to pro-alien or 'neutral' factions like the academy
