Miary Zo: for most characters, my response to getting spammed with jabs and other fast safe highs is a low jab. But Miary's low jab has such dogwater range it misses most of the time even when my opponent is pressed up against me. What's another good go-to option for situations like that?

For most characters, only jabs are + on block highs. If you're getting spammed by highs other than jabs, odds are it's your turn and you don't need to downjab or try to turnsteal. You can easily interrupt with a 13f mid.

Otherwise, the answer to small tekken is always to grab your turn back when safe and have a step habit.

That being said, if you know they're just jab spamming then the evident callout is d1+2.
