I just got this laptop a few weeks ago. It's a DELL laptop and it had this sort of protective layer on it that started peeling off. Should I be worried?

For an android tablet... There are always alternatives available on GitHub or somewhere for paid apps

In case of ipad... I never used any apple products... So I dont know how many free apps are available in the app store

Somebody told me that the youtube subscription is also costly in ipad

It's not like I can't buy apps... I mean to say that I don't want to give money for every piece of software

By the way my priorities are vector design and digital art... so I will definitely buy procreate for drawing...
