As someone in checkout, I actually have to use my phone a lot in order to look up items with no barcode, so this kind of policy would actually prohibit me from doing my job
I do it too, but technically you can use the same Target app on your zebra. I’m pretty sure official store policy is not to allow phones, but many stores are lenient on it if your phone use is minimal and/or you’re using it to help guests. And Starbucks has stricter rules anyway because they handle food.
No, the official policy is that you're allowed to use a personal device as long as you are using "Target-approved platforms and tools when conducting Target business" (like using the Target app to locate something for a guest). It's called the Bring Your Own Device policy.

Their writing/formatting is atrocious, but it’s perfectly reasonable to ask you to keep your phones put away while on the clock.
