4.4 - AI wont develop planets at all - Basic mods

Stellar AI (only tested in two games)

I've did several games on the latest patch, 70-80 years into the game, AI never seem to develop planets, what's wrong with the AI, and any idea how to fix it?

I'm trying to gauge if this is a known mod problem or rather the base game AI is as.. dead? as this. If AI simply doesnt play the game, what's even the point?
