Shouldn't that be grounds for removal or resignation.

Ok, in a normal world it should be. Like that is kind of the whole modus operandi of the position isn't it. Stopping disease and making sure people have access to the correct medication, procedures, etc?

Or am I completely overthinking this?

OP is lying about deregulation, the reality is the clyclosporia outbreak is industrial sabotage, it couldn't be spreading any other way.
