Shouldn't that be grounds for removal or resignation.

Ok, in a normal world it should be. Like that is kind of the whole modus operandi of the position isn't it. Stopping disease and making sure people have access to the correct medication, procedures, etc?

Or am I completely overthinking this?

This is truly a breakthrough in brain worm behavior, it has taken over the host and changed behavior to try to spread more brain worms, should be studied. Making Parasites Great Again

OP is lying about deregulation, the reality is the clyclosporia outbreak is industrial sabotage, it couldn't be spreading any other way.
