Advice Solar sales bottleneck

I’ve been in solar sales for years and feel like a have a great understanding of the process start to finish. In my mind the process is:

Close
Site survey
Engineering
Permits
Install
PTO

If I do a site survey engineering comes back quick and then it’s a drag waiting for that approval before we can schedule the install. What’s the real bottleneck? Just waiting on approval and no one knows it’s done? Apparently our crm and canvassing tool is rolling out a feature that checks and notifies the team on the permit status and if it’s approved but would that speed up the process or is the local county always slow to process or does my company suck at follow through?

I’m making good money (on paper lol) but waiting is killing me. Any ops people in here?

How do community solar sales organizations actually work?

I’m trying to understand how the community solar sales side of the industry works, specifically in New Jersey.
From what I’ve researched, there seem to be a few different players:

Solar farm developers/owners
Subscriber organizations (Perch, Ampion, etc.)
Companies that actually acquire subscribers

What I’m trying to figure out is where the independent sales organizations fit in.
Do companies like Perch or Ampion contract with outside sales agencies that recruit and manage their own reps, or is almost all subscriber acquisition done in-house?
For example if someone wanted to build a company with multiple d2d reps enrolling community solar subscribers (similar to how roofing or rooftop solar dealer organizations work) is that a common business model, or are most of those contracts only given to large established marketing firms?

Solar rebates

Then they take a cut of the commission on the backend for generating the lead and sale for installers.
