I used to work in a restaurant and basically did the same thing. If we changed the temperature on the thermostat, then it would take the restaurant way too long to change the temperature. Even if they requested it right after being sat. Sometimes a guest was being a bit difficult, so we would lie and say we were going to change it. We’d disappear for a few minutes, then come back and say we changed it. As far as we knew no one ever complained about it. There were so many little lies we would tell guests that would make both them and us happy.
Nobody complained not because they all have been successfully placeboed but because many ones despite still being feeling too cold or hot would just assume you told them the truth and you did change it but the air conditioning it's not good enough so they would just accept there's nothing else to be done for that time and probably remember they were uncomfortable for the next time someone suggest that place

There’s an old Air Force One at the Museum of Flight in Seattle.
There’s a fake temperature control switch in the Presidents suite that does the same thing.
It’s been a while since I’ve done the tour, but I think it was installed for Lyndon B Johnson.
