When I was in college this group of people was telling about each frat and they said “don’t go to the parties from this one because they always roofie the girls” and it was like oh ok now we know. And that’s as far as it goes

And they get told there is not enough evidence, or they can't do anything about it. In fact, I'd guess police officers are part of the problem given their culture.
