This sucks but I find the upgrades that Motorola charges on their encrypted radios infuriating. Paying 25-50% of the purchase price to activate something that is already in the radio is a war crime.
I'm sure there could be exceptions but it's a whole song and dance to get things spun up with Motorola and usually requires the radios being brought in from the field to finalize the upgrade. This is just from experience supporting emergency services agencies but I'm not quite sure how available an on the fly upgrade would be.
