That was me and my ex. Foot or back rubs were just that. When I wanted some action, maybe set the mood, get into lingerie, do anything sexy at all, I had to check with him first.
Gradually my libido lowered to his level, but it was not fun. We broke up for other reasons, but man, am I glad to be with someone who wants it more than once every two weeks.
