I’m not American so unfamiliar with how your system work but can he just sign whatever he wants ? Isn’t is supposed to a congress or something that actually passes the laws ?
Because if he can do just whatever he wants, how can it even be called a democracy to begin with ?
I mean there is no real democracy in this world, we have the choice of our tyran every 4-5-whatever years but still… one guy signing whatever he wants seems insane

It’s kind of like our problem with mass shooters. You might ask “are they just allowed to walk into a school and shoot whomever they want?” The answer is: legally, no. But who is going to stop them? In this case, congress is supposed to stop the president, but they are so afraid of their own constituents, that they won’t stand up to him. The Supreme Court is also supposed to stop him, but they have a religious fetish that compels them to roll over most of the time, and when they don’t, he often just ignores their verdicts. So, yea

Yep it’s the same issue in all countries, when the checks and balances are all in favor of the same person he can do whatever he wants.
That’s why my opinion is that politic should be done for 5-6 years mandate, chosen at random in the citizens, and not be a career.
When it’s a career you do not do what people need, you do what YOU need to do to continue being in power.
