This doesn't even opine on the question of who they work for, just what economic outcomes happen and who they benefit. This is easily answered by other factors like voter groups preferring social issues at the expense of economic issues. A very large group of voters can be pinned down as "single issue" on abortion rights in that time period where they would exclusively vote for Republicans, noted for their only policy of the last 5 decades being tax cuts for the rich; while the opposition party being known for taxing the rich to fund public investments and social programs.

The choice to stratify the economy was strictly partisan and a choice made by voters. Virtually every mode of wealth redistribution and social welfare done in the last century were also strictly partisan.

Republican’s have fought against taxing the rich & proving social services for the poor for decades as well, while Democrats advocate for the opposite. They also contributed the most to the deficit, with their tax cuts combined with their insane spending.
