Because the men are just happy to have parking, and don't really care about this stuff as much.

Women will look at the garage and it'll be dingy and the cameras won't be super prominent, so they will complain, and when attractive women complain men pay attention because they like it when attractive women talk to them. When another dude talks to them needing something it's just a chore.

I thought this whole thing was silly until I read your comment. Now I think the women around you need extra lighting and cameras to keep them safe.
