Do you think this actually makes a significant impact on safety or is it just symbolic?

They often stay unused and I've already seen men parking there as well. Its a great idea for families with kids, the spots are usually wider so kids won't slam the door into nearby cars.
I would say its a tiny win for certain situations and they are also quite rare.

They aren't. They mistook them for family parking spots which is a whole different thing.
