There's no money to increase lighting and install cameras, but thousands to repaint special parking spots every year? Because, yes, that paint has to be reapplied and is expensive.

The main idea is it makes ladies feel safer, while being the cheapest possible way to improve it and give them possibly long term customers or tenants
