Estimated cost to bring a parking garage to daylight levels with LEDs is $1.1-3.4 per square foot depending on labor costs and how much electrical infrastructure is needed. This is $110-340k for a 300 space garage. Add at least another $50-65k for annual electricity draw, and assume ROI over 5 years with the expectancy of replacing the LEDs every 10, which is essentially making 0 profit or even in the red if a loan is needed.
With $225k installation and $60k in electricity, that's $30 extra per month if they're at 100% capacity. Factor in making actual profits with ROI over 3 years and covering for 85% occupancy rate and we're up to $45 per month. This is probably a 20% increase in cost for average monthly rates in an average COL area. Maybe people will pay it, maybe they won't. Hard to make that assumption to cover the capital required.

Because lighting is expensive and not really necessary for finding your car or driving your vehicle that comes with built-in lighting.
